The National Motorsports Appeals Panel reviewed an appeal today regarding an L2 penalty issued on February 19, 2025, in the NASCAR Cup Series. The penalty was directed at driver Chase Briscoe, crew chief James Small, and team owner Joe Gibbs.
This penalty stemmed from violations cited in the 2025 NASCAR Rule Book under Sections 14.1.C, D, S (Overall Assembled Vehicle Rules) and 14.5.8.A (Spoiler). The initial sanctions included a four-race suspension for the crew chief, a $100,000 fine for the owner, and a deduction of 100 championship points and 10 Playoff Points from both the owner and driver.
After considering the testimony presented, the National Motorsports Appeals Panel determined that the appellants did not breach the specified rules outlined in the Penalty Notice. In their explanation, the panel stated: “The panel believes that the elongation of some of the holes on the number 19 Cup car spoiler base is caused by the process of attaching that specific spoiler base to the rear deck and not modification of the single source part.”
